I am pleased to submit our revision of a review focused on analyzing the content of mental health plans and policies across the WHO European region. Our findings reveal significant advancements in implementing mental health plans and policies in the European region. This study delves into the progress made in implementing mental health plans and policies, enabling us to align them with broader objectives like the WHO Comprehensive Mental Health Action Plan. I am pleased to submit our review focused on analyzing the content of mental health plans and policies across the WHO European region. First, in the context of global human rights advancements and progressive reforms, longer-term policies can quickly become outdated, rendering the policies, plans, and routine monitoring and evaluation in this study potentially obsolete and not reflective of the current state of national progress.

Countries can adopt a stepwise, adaptable process starting with a comprehensive analysis, followed by the formation of a multistakeholder drafting committee. It mandates deinstitutionalization, oversight of involuntary detention, and access to a full range of community-based services. A lack of coordinated action across sectors like education, housing, and employment demands urgent attention. Broader challenges—climate change, conflict, displacement, and economic instability—have worsened trauma and adverse social conditions like poverty and inequality. The statistics for mental disorders are continuing to increase because populations are growing, and more people live to the age when depression and anxiety most commonly occur.

Reflections on policy development

Its imbalance is closely linked to mental health disorders such as depression, anxiety, and obsessive-compulsive disorder (OCD). MHPPs often lack comprehensiveness and specificity, leaving them at risk of remaining aspirational rather than actionable. Finally, nine countries did not set up or report any indicators or targets to be met. However, such indicators seldom touch upon hard-to-quantify outcomes in domains such as human rights or prevention and promotion.

Not only are mental health bills being introduced at an increasing rate, but they also are likely to become law. This bill, which became law on April 19, 2016, directs the agency to ensure the inclusion of behavioral education services that can prevent specific outcomes. (g) The Assistant Secretary shall, as appropriate, ensure that programs authorized under this Act include appropriate training in the prevention of abuse, neglect, and exploitation and provision of services that address elder justice and the exploitation of older individuals. This tool includes instructions on policy assessment at various levels from stakeholder mapping to organising and analysing data (Bhuyan et al., 2010). For example, clearly defined one-off projects, activities with specified funding attached to them and having specific agencies responsible for their implementation increase the likelihood of full implementation, whereas activities that are less tangible and thus harder to define, and without a lead agency can be more difficult to implement (Sheehan et al., 2015).
